RULE XIX — ELECTRONIC PARTICIPATION
Section 1 – Authorization 
Meetings of BCHI may permit participation by electronic means when authorized by the presiding officer or Board of Directors.
 
Section 2 – Presence 
Members participating through approved electronic means shall be considered present in person for purposes of quorum, debate, and voting.
 
Section 3 – Participation Requirements 
Electronic participants must be able to:
a)   Hear the proceedings in real time; 
b)   Be heard by the assembly when recognized; 
c)   Participate in debate; 
d)   Vote when entitled.
 
Section 4 – Verification 
The identity of each electronic participant must be verified prior to recognition and voting.
 
Section 5 – Voting 
Voting by electronic participants shall be conducted using methods that ensure accuracy, transparency, and the ability to verify results.
 
Section 6 – Technical Failure 
If a participant’s connection is lost, they shall be considered absent for the duration of the disconnection.
 
If a widespread technical failure occurs affecting the meeting, the presiding officer may recess or adjourn until participation can be restored.
 
Section 7 – Authority of the Chair 
The presiding officer may deny or limit electronic participation if the requirements of this Rule cannot be met.
