RULE XIV— Appendix Authority
Section 1 — Purpose
The Appendices to the Rules of Order are established to identify and reference official forms and implementation tools necessary to carry out the governance functions of Back Country Horsemen of Idaho (BCHI).
Appendices do not create independent governing authority but serve as administrative references supporting these Rules of Order.
Section 2 — Hierarchy
In the event of conflict:
1) The BCHI Bylaws shall control.
a) The Rules of Order shall control over any Appendix.
b) The Book of Forms governs template format and required fields.
c) Appendices shall not amend, supersede, or conflict with the Bylaws or the Rules of Order.
Section 3 — Form Control
All forms referenced in the Appendices are maintained exclusively in the BCHI Book of Forms.
The Book of Forms governs:
Format
Required fields
Numbering
Version control
Submission process
Only the current version published in the Book of Forms is official.
Section 4 — Amendment
Appendices may be amended by the State Board of Directors in accordance with the Rules of Order.
Changes to form structure or content shall be made within the Book of Forms consistent with applicable governance authority.
